With reference to your letter of yesterday's date I am
directed to convey to you an expression of the displeasure with
which it has been perused by His Excellency the Governor, and his
surprise in respect of the manner in which you have mentioned the
Report of the Commission in your letters of the 28th ultimo and
6th and 7th instant, that an officer in your position is
apparently ignorant of the provisions of Ordinance 27 of 1886.

With regard to an extension of bine in which to prepare
your reply, I am to inform you that the Report will be forwarded
to the Secretary of State by the mail following the date upon
which the time already allowed you expires. As Bis Excellency has
not, however, cancelled your leave of absence you are at liberty
to proceed to England as already arranged,
